Summary of activities

Big River aimed to establish impact investing opportunities in Aboriginal communities. Over a number of years, we held at least 50 stakeholder meetings, met with six jurisdictions and various Government departments and submitted over 10 proposals. Delivered a number of speeches to highlighting impact investing to order to encourage develop this nascent market. Big River has identified the major obstacle facing Aboriginal communities are the fact voices on the ground are rarely heard and the so-called Aboriginal leadership which governments and corporations consult are often disconnected from the communities they claim to represent. Hence the money, resources and programs often fail to reach community needs and/or the people where it is most needed. To compound this, there is a growing number of Aboriginal identity fraud claims which is causing ingrained harm on the ground. This is generating anger because Aboriginal people assume the the government does not care. These characteristics have been recognised for a long time and there has been little progress for decades. It has been exacerbated by a lack of access to targeted community skill training programs and particularly incentives, a lack of access to the resources needed for effective community management and a general lack of effective, community consulted government initiatives focused on tackling the key problems. Big River is examing its focus and considering interventions which support voices 'on the ground'. We have concluded until this occurs there are too many barriers to implementing successful impact of investing product at this stage. Big River will change its focus in 2020 order to support 'on the ground' leaders to support confidence and positive change. The voices of Indigenous people on the ground are valuable and deserve to be heard.
